309 Review Questions

Section 2: BACKGROUND
2.1 The current nature and structure of the existing provincial French
Second Language Programs as described by Policy Statement 309 (see attached)
will serve as the starting point for the evaluation. The work must deal
with reviewing and gathering the factual information necessary to prepare
a final written report that answers the following six questions:
1. What is the most effective French Second Language program organization
that can be used to achieve the goals for French Second Language instruction
in New Brunswick?
2. What viable alternatives are there to the current programs in terms
of improving every student’s FSL proficiency with respect to entry points
and cost efficiency?
3. How valid and reliable are the assessment programs currently in place?
4. What kinds of assessment procedures can be used to provide a valid
and reliable evaluation of the French Second Language Program offerings?
5. To what extend are the identified objectives for the French Second
Language Programs met?
6. What is the impact of current French Second Language Programs on the
total population of anglophone students in the province?
2.2 Characteristics of the Final Report
The final report should
• be concise and succinctly written
• be issues oriented
• be analytical rather than descriptive
• be understandable to a well-educated lay person rather than an evaluation
expert
• include timelines for the implementation of appropriate recommendations
• include recommendations deemed appropriate by the Department of Education.
